Our Story

We are a healthcare technology company started by pharmacists and software engineers. With our Troy.AI technology, we provide  chronic disease management solutions that drive meaningful behavioral changes.

Big health insurance companies have become more expensive and less transparent in their pricing and benefits. Seeing this confusion in our own communities, Troy's founders set out to build a health plan option that is obvious, comprehensive and easy to understand for every single member.

Troy Medicare now serves thousands of Medicare-eligible low-income beneficiaries in the most underserved communities in the United States.

Ethan Lipkind

Chief Executive Officer

Ethan is a healthcare regulatory and compliance attorney, who previously served as the CEO of a 3-hospital health system and the CSDO at tech-enabled Medicare Advantage plan, which he helped take public in 2020.


Emily Browning‍

Chief Financial Officer

Emily is an experienced health insurance accountant skilled in GAAP, statutory accounting, DOI compliance, and regulatory reporting and audits. Previously held senior finance roles with Ultimate and Wellcare health plans.

Filip Cherecheș-Toșa

Chief Technology Officer

Filip has over 15 years of experience in building world-class products that utilize data at scale. While utilizing AI/ML is a key part of it, Filip specializes in increasing user engagement in innovative ways.

Chief Operating Officer

With more than 20 years in the industry, Christina drives the strategies that advocate for the needs of our customers and meets regulatory requirements with a focus on exceptional customer experience.

Dr. Michael Fitzgerald

Chief Medical Officer

Dr. Fitzger­ald is an expe­ri­enced fam­i­ly med­i­cine physi­cian whose exper­tise includes dia­betes, asth­ma, and acute care issues. Dr. Fitzger­ald focus­es on teach­ing fam­i­lies and the elder­ly, how to stay healthy, active, and injury-free.

John Haughton MD, MS

Chief Quality Officer

John is a physician trained in geriatric rehabilitation with experience as a Clinician and Senior Executive in Quality and Clinical Information Management.

Sally Scott

Chief Compliance Officer

Sally Scott has extensive regulatory and compliance experience with the Center for Medicare and Medicaid Services, serving most recently at Humana.

Troy Medicare is available to anyone who is eligible for Medicare Part A and Part B and resides in Alexander, Anson, Bladen, Buncombe, Burke, Caldwell, Catawba, Chatham, Columbus, Cumberland, Durham, Franklin, Granville, Harnett, Haywood, Henderson, Hoke, Iredell, Jackson, Lee, McDowell, Mitchell, Montgomery, Moore, Orange, Person, Polk, Richmond, Robeson, Sampson, Scotland, Swain, Transylvania, Vance, or Yancey counties in North Carolina.

Plans are offered through Troy Medicare, a Medicare Advantage HMO and HMO D-SNP organization with a Medicare contract. Enrollment in these plans depends on the planʼs contract renewal with Medicare. Troy Medicare HMO D-SNP also has a contract with state Medicaid.

Benefits, formulary, provider, pharmacy network, premium and/or copayments/coinsurance may change on January 1 of each year. Member premiums, copays, coinsurance, and deductibles may vary based on the level of Extra Help you receive. Please contact the plan for further details.

Troy Medicare(HMO)’s pharmacy network includes limited, lower-cost, preferred pharmacies in our service areas. You can go to all pharmacies listed in our Pharmacy Directory, but your costs for some drugs may be less at pharmacies in this list that offer preferred cost sharing. We have marked these pharmacies with "PREFERRED" under the Cost Sharing column in our Pharmacy Directory to distinguish them from other pharmacies in our network that offer standard cost sharing. An updated Pharmacy Directory can be located on our website. You may also call Troy Medicare (HMO) or Troy Medicare for Dual-eligible Beneficiaries (HMO D-SNP) Pharmacy Member Service at 1-866-423-8065 (TTY/TDD users should call 711) for updated information.
